The Lombardy Region’s “Climate Law” (Regional Law No. 11/2025) indicates that the Regional government must publish specific guidelines on how to integrate and address the issue of climate change (both mitigation and adaptation) within EIA and SEA procedures.

Poliedra has been commissioned to provide technical support for the development of such guidelines, drawing on its many years of experience in environmental assessment procedures and its most recent experience in applying climate assessments of infrastructure to projects co-financed by the 2021–27 ERDF Fund.

The service will be carried out in three phases aimed at:

• grouping the types of plans/programs subject to SEA and projects subject to EIA into homogeneous categories;
• depthening the analysis of existing regulations, guidelines, and case studies at the national and European levels;
• developing a technical proposal for the guidelines, to be shared with the regional offices responsible for SEA and EIA and with ARPA Lombardia.
